You have to be staying at the gate. That is the whole logistics problem, and it is why this is a two-day trip and not an evening.

03The part that decides it
Amman to Petra. The event starts at 20:30 and ends at 22:30.
The arithmetic is short. The event runs 20:30 to 22:30. Amman is 235 km and 3–3.5 hours away. A day trip that leaves Amman at 06:30 has you home before the candles are lit, and there is no evening departure that makes it work.
So Petra by Night means a night in Wadi Musa, the town at the gate — which is also what drops your day ticket from 90 JOD to 50. The one tour on this site built around the event does exactly that.
04What you actually get
Walked in the dark, lit by candle bags on the ground.
You walk the 1.2 km of the Siq by candlelight — paper bags weighted with sand, on the ground, both sides — and come out at the Treasury, which is lit and surrounded by more of them. There is Bedouin music and tea, and then you walk back up.
It is not a tour of Petra. You see the Siq and the Treasury and nothing else, and the site is dark. It is a good evening and it is not a substitute for a day inside.
05The honest bit
The Jordan Pass covers the day gate. It does not cover this.
Taken on its own, 17 JOD for two hours of the Siq and the Treasury is fair. Taken as a reason to add a night in Wadi Musa it is a poor argument — but you are probably adding that night anyway, because it halves the day ticket.
Weather cancels it. The Siq is a flood channel and the event does not run in heavy rain, which in winter is a real possibility. Nobody will tell you until the day.
